This position will be focused on application development projects using Java, PrimeReact on a Kubernetes platform.
Required and Nice to Have Skills:
- Experience: Must have a minimum of 10-12 years of proven experience as a Business Analyst or Product Owner in enterprise Java/React ecosystems.
- Technical Skills: Must have a deep foundational understanding of the software development lifecycle (SDLC), APIs, microservices, and modern UI/UX principles. Exceptional capability in Agile methodologies (Scrum/Kanban) and tools like Jira or Confluence.
- Soft Skills: Must be a self-starter and consistently perform with a sense of urgency. Strong analytical problem-solving skills and the ability to collaborate directly with non-technical business users.
Nice to Have Skills:
- BA Certifications, JIRA experience, ADA Compliance experience, other related certifications. Please attach certification to submission if applicable.
Interview Process: All first-round interviews are generally conducted via TEAMS meeting but we reserve the right to ask for an in-person second interview if desired. There could be a third round of interview depending on the number of candidates. If the candidate shows distraction or reading from a media source during the interview, the interview will be stopped and not rescheduled. Candidates should check headphones, mics, connections, etc. prior to the interview session.

- Remote. Candidates must reside in the State of Wisconsin or relocate at their own expense within 30-60 days of hire. Candidate works remotely but may be called into the office at any time for special business meetings or at the request of their supervisor.
Project Details:
The organization is seeking a versatile, experienced Business Analyst with a strong background in Java/React application development. You will act as the crucial link between business stakeholders and our technical engineering team, ensuring requirements are effectively translated into scalable, modern web applications.
Key Responsibilities:
- Requirements & Analysis: Facilitate requirement-gathering workshops, interviews, and storyboarding sessions to identify business objectives, functionality gaps and business process. Also provide system analysis to identify integrations and assess impact to existing process and functions across teams. Assist the project manager with creating a work breakdown structure from requirements, entering and managing tasks in Jira, and note taking during meetings.
- Stakeholder Management: Act as the main communication channel linking operational teams, subject matter experts, and development teams.
- Testing & Quality Assurance: Translate business requirements into User Acceptance Testing (UAT) criteria, execute test plans, and validate system fixes. Coordinate the resolution of UAT/testing feedback with developers and incorporate ADA compliance into the UAT/QA process.
- Lifecycle Support: Oversee end-to-end SDLC from system specification prep to final deployment and end-user training. Lead software demonstrations or training sessions, draft user-facing documentation and knowledge articles, create how-to videos, and assist with customer support (policy/process/how-to questions).
- Backlog Management: Own and refine the product backlog. Write detailed user stories, acceptance criteria, and mapping for Java backend services and React frontend components.
- Technical Communication: Act as a subject matter expert (SME) on system architecture, API integrations, and database design so that stakeholders understand application capabilities.
NOTE: The organization recognizes the importance of a work-life-balance and requires contractors to take time off outside of nine State holidays. This time amounts to approximately 2 weeks each fiscal year and is unpaid by the organization.
