Program Manager for construction of a Liquid Natural Gas Facility (LNG).

As Program Manager you will be responsible for managing the development, construction, and transition to operation of the LNG facility utilizing established program and project management methodologies and processes. This position will be responsible for leading the project team, managing risk, and coordinating with the Engineering, Procurement, and Construction (EPC) contractor, Owner’s Engineer (OE), Engineer of Record (EOR), and other project stakeholders.

  • Understands and utilizes established project management methodologies and processes (based on PMI Standards) for project delivery to achieve scope, schedule, and cost objectives while effectively managing risks that have the potential to affect project deliverables.
  • Supports program and project governance reviews.
  • Determines specific business needs and deliverables of a project, and utilizing project management tools, establishes and manages the costs, resources, performance measurements, timeline, and project deliverables required to complete the project and meet the expected outcome. May be responsible for performing a cost/benefit analysis and ensuring feasibility.
  • Determines appropriate project resources and staffing skillsets, including the level of expertise needed to complete a project while assessing strategies to reduce overall project risk.
  • Manages applicable project contracts in conjunction with sourcing personnel. Prepares Requests for Proposals (RFPs), evaluates responses, participates in negotiations, interprets contract language, and manages financial aspects. Ensures work is completed to specifications and on schedule as defined in the contract.
  • Responsible for development and execution of communication and stakeholder management plans, including reporting of project status, risks, and progress to stakeholders in agreed formats, frequency, and content.
  • Ensures training needs are met for project team members and end users.
  • Upon project completion, ensures operational teams are properly trained, work orders are closed, financials are reconciled, team members are reassigned, documentation is complete, and a smooth transition to operations occurs.
  • Understands and utilizes organizational change management methodology within the context of project management.
  • Demonstrates effective interpersonal, verbal, and written communication skills. Demonstrated ability to use computer software programs (e.g., email, word processing, spreadsheets, and project management tools).
  • Ability to work in a diverse work environment.
  • Performs work under the direct supervision of a manager or director.

Qualifications:
  • Education: Bachelor’s Degree with emphasis in project management, engineering, or related field.
  • Project Management Professional (PMP) Certification.
Required Experience:
  • 10 years of professional experience in program or project management managing large, complex projects.
  • Demonstrated experience managing LNG projects.
