Onsite, hybrid or remote: WI residency required. Must be WI resident or willing to relocate within 30 days of start date at own expense. 90-100% remote but can require staff to come onsite as necessary with sufficient notice. Onsite work is not likely, but candidate should be prepared to come onsite if required.

Duration: 6/30/2027, with the potential to extend for an additional term(s)

Additional details: Weekend coverage is possible but unlikely. Potential weekend/on call during production outages only.

Detailed Job Description:
This position functions as a project manager in the Family and Economic Support Technical Services (FESTS) section supporting child support systems. Project duties will include project management/coordination, direction, guidance and consultation of multiple projects using waterfall, agile and hybrid agile methodologies. Project duties will also include PMO support tasks such as managing action items and backlog, tracking risks and issues, preparing instructions, preparing meeting agendas and minutes, preparing and managing communication plans, assisting with process improvements, tracking resource allocation, preparing status reports, managing work plans, and serving as a liaison between business and technical partners. Candidates must have experience with mainframe and web application development for large complex systems. Requires knowledge of and experience with large complex mainframe and web application development projects that use Microsoft.Net for web functions and COBOL, CICS and DB2, for mainframe functions. This position also requires knowledge of and experience with systems analysis and design techniques; estimates for analysis, design, programming, testing and implementation tasks; and methods used to develop, install, and maintain large complex mainframe data information systems. This includes hands on technical experience including leading evaluation of software, functional requirements, and technical requirements This position also requires knowledge of and experience with project management techniques and automated project management tools used (such as Azure Dev/Ops (ADO) and JIRA) to create detailed project plans and support Program Management Office functions including Microsoft Office Suites. Requires knowledge and understanding of standard project management industry practices such as the PMI's framework. Understands business and technical objectives of a project and works with project team and sponsor. Documents risks and develops mitigation plans. Identifies, tracks, and ensures resolution of issues and removal of barriers. Experience managing multi-year projects with state and federal reporting requirements. Preference will be given to qualified candidates with experience in the Child Support business area, prior experience with the KIDS system, and familiarity with client application systems, procedures, and development standards.
